Board approves sewer and water annexations for seven Happy Valley properties

The Clackamas County Board of Commissioners approved two separate boundary change proposals to annex seven properties on Southeast Tristan Avenue in Happy Valley for sewer and water service.

Staff presented boundary change proposal 2025‑010 to annex the properties to Clackamas County Service District No. 1 for sewer service. The parcels — described as seven properties totaling about 5.62 acres with an aggregate tax‑assessed value of $1,430,233 — are adjacent to an existing sewer line in Southeast 169th Avenue. Staff stated the annexation is consistent with the county’s comprehensive plan and Metro code and recommended approval. No county general funds are involved. The board then considered boundary change proposal 2025‑011 to enable water service connections through Sunrise Water Authority for the same properties. Staff told the board appropriate notices were sent and that neighbor questions were answered prior to the hearing. Commissioner Helm moved approval; the motion passed 4‑0.

Why it matters: annexation permits connections to centralized sewer and water services, replacing outdated septic systems and enabling redevelopment. County staff emphasized compliance with state and regional rules and said the work is expected to proceed without county general funds.
