Special magistrate reduces or waives multiple liens in Daytona Beach hearing

Robert Riggio, the special magistrate for Daytona Beach, approved multiple lien reductions during the Jan. 13, 2026 special magistrate hearing.
The session opened with a series of lien-review matters in which owners who had brought properties into compliance sought reductions or releases of previously imposed fines. For Pelican Bay Golf Club LLC, counsel Alana Smith confirmed a stipulation with city staff and Inspector John Stinson summarized the agreement; Riggio ordered the lien reduced to $10,000, payable within 30 days, warning that the original amount would be reinstated if payment was not received. For a second Pelican Bay lien the magistrate ordered a reduction to $7,500 under the same 30‑day payment condition.
In a separate matter the magistrate reduced the lien for Amanda L. Sims Ramirez (124 Baywood Drive) to $5,000, again subject to payment within 30 days or return to the original amount. Respondents Andre Rondeau and Odette Perreault (Inos LLC) agreed to reductions for two properties; one lien was cut to $7,500 and another to $5,000, each conditioned on timely payment or reversion.
One lien was waived in full. For LAD Trust Holdings LLC and associated parties regarding Madison Avenue property, city management agreed to waive the entire lien; Riggio ordered the lien reduced to zero and directed staff to provide written documentation a respondent could present to a title company to show the lien removal.
Riggio framed lien reviews as available only where the property is in compliance. He told respondents, “If you run into any problems, please contact the city attorney's office immediately,” and staff confirmed clerical orders and releases would follow so closings or title companies could be notified.
Next steps: reduced liens are payable within 30 days under the orders entered; the magistrate cautioned that unpaid reduced amounts would revert to the original fines. Parties who received lien waivers will receive written confirmation from the clerk.
