The Hartsville, Bridal County Planning Commission gave conceptual approval to a sketch plat for Hillview Farm that proposes 11 residential lots along Cemetery Street and Harriet Lane.
Applicant Jim presented the concept and said the rezoning to R‑2 and inclusion in the Urban Services District have already been completed. He noted the site fronts existing public roads and described an easement intended to run a sewer service line to an existing manhole, adding that a short extension of the waterline along Cemetery Street "may be needed" to serve two or three lots.
Planner Rosalie and Jim discussed utilities and coverage; Jim said an existing fire hydrant north of the site meets coverage in current records but that an additional hydrant would "more than likely" be required if the waterline is extended. Amanda emphasized that the sketch plat is conceptual only and listed items that must be addressed at preliminary and final plat stages, including utility confirmation, stormwater management, floodplain and civil engineering compliance, and right‑of‑way verification.
Commissioner Thomas moved to approve the sketch plat conceptually and Commissioner Gregory seconded; the motion passed unanimously. Approval is conceptual and does not authorize recording or development until preliminary and final plats and required agency approvals are obtained.
