The Hartsville, Bridal County Planning Commission voted unanimously to send a favorable recommendation to the county commission to rezone roughly 1.7 acres at 4195 Highway 25 West from C‑2 (commercial) to R‑1 (single‑family residential).
Jackie, speaking for owners Jerry and Mary Lynn Helm, said the owners "want to cut it off" and have a buyer for the house at the corner. Planner Rosalie told commissioners the full parcel contains about 114 acres and the owners propose dividing off about 1.7 acres for the house; she showed a zoning map placing the site at the end of the Urban Service District and noted sewer coverage ends nearby.
Amanda, a planning staff member, reviewed R‑1 standards and recommended a positive recommendation to the county legislative body, saying the proposed R‑1 designation "appears to be appropriate compared to the other properties in the immediate and surrounding area." Commissioners noted the commercial frontage along Highway 25 would remain available for future development because the proposed driveway would access Sulphur College rather than the highway.
Commissioner Gregory moved and Commissioner Thomas seconded sending a favorable recommendation; the motion passed without opposition. The planning commission’s action is a recommendation only; the county commission makes final zoning changes, with first reading expected at the county commission’s January meeting.
Next steps: if the county commission approves the rezoning, any future subdivision or building permits will need to comply with R‑1 setbacks, minimum lot area, and utility requirements identified by staff.
