Rutherford County commissioners voted to approve multiple rezoning requests and a related developer participation agreement during the Jan. 15 meeting.
Planning Director Doug DeMasi summarized three public hearings. The first request, REZ25-029 (5905 Franklin Road), asked to rezone a 0.7-acre property from residential medium density to Office Professional to convert a house to office use; staff noted the site will require shared access with neighboring lots and standard buffering where adjacent to residences. Commissioner McMurray moved to approve following the planning commission's unanimous recommendation; the motion passed.
A second Turner request, REZ25-030 (11642 Franklin Road), sought Light Industrial zoning for about 11 acres intended for a self-storage facility with RV and boat parking. Neighbors raised traffic, safety and character concerns and asked for a stormwater study; Turner said he had canvassed nearby property owners and proposed landscaping buffers. Commissioner James moved to approve consistent with staff comments and the motion carried.
The commission also approved REZ25-014, a planned unit development by Laws Bolden (WB Real Estate) for about 21 acres on Ocala Road to allow commercial uses. Staff and the county attorney explained a participation agreement that ties the rezoning to a voluntary developer contribution of approximately $292,000 to assist with public infrastructure; staff said the participation agreement is binding language in the pattern book and failure to comply would undo the rezoning. Commissioners approved the rezoning conditioned on execution of the participation agreement; staff noted the overall road-improvement estimate exceeds $1,000,000 and additional development in the area may reduce the county's share over time.
Each rezoning will require subsequent engineered site plans, possible TDOT approvals for access points on state roads, and compliance with county performance standards.
