Miami Lakes extends lake-maintenance coverage while seeking new contract; LPR charges removed from STD

JP, the towndistrict director, told the workshop the lake-maintenance contract was set to expire the next day and the town has requested a 90-day extension to cover services through March while a new invitation-to-bid is prepared. "The contract, was set to expire as of tomorrow. We have, gone ahead and requested a 90 day extension on that contract to go through, basically through March," JP said.
Council members asked why the town was going to open the work to competitive bidding. Councilman Sanchez noted the previous arrangement was a three-year contract with two renewal options; JP and the vice mayor said procurement rules require advertising the opportunity so other qualified vendors can bid.
Separately, Councilman Guadalupe Garcia raised a resident question about license-plate readers (LPRs) and whether fees previously charged to the Special Taxing District would be reversed or credited to residents. The vice mayor and JP said the town moved the expense of the LPRs out of the Special Taxing District budget for properties that had them and that charging the STD was judged incorrect. JP said the LPR charge is not included in the 25/26 fiscal-year budget and "nor were they charged in the 24/25 budget." The vice mayor said any retroactive reimbursement would be a separate budget discussion later in the year.
The vice mayor and JP also said lake-maintenance specifications emphasizing natural or organic approaches were incorporated into the prior contract with Solitude Lake Management and will be included in the forthcoming ITB. JP told council members he would follow up with procurement to provide the exact bid criteria in writing and that the lake-maintenance standards are posted on the Special Taxing District web page.
What happens next: the town will run a competitive procurement process, return a proposed contract to the council (targeted for the March meeting), and address any separate budget requests about retroactive LPR reimbursements at a later budget discussion.
