Council President Taros urged the Finance Committee on Jan. 14 to recommend a package of updates to the council’s rules, saying the changes are intended to give members and staff more time to review materials and reduce last-minute agenda additions. Taros told the committee the edits fall into two groups: expanding the Economic and Community Development subcommittee’s oversight to include planning and zoning-related areas, and amending Rule 14 to require subcommittee submissions by the Wednesday before a council meeting so the clerk and members have time before the statutory 48-hour posting requirement.
Taros said the goal is not to add delay but to provide “time, and we really need to be more scheduled and more diligent with looking at the upcoming calendar,” and noted the committee consulted rules used by other nearby cities when drafting the changes. Committee members raised few substantive objections, saying the administrative adjustments made sense and could reduce last-minute pressure on members and staff.
A motion to recommend the new rules to the full council was made and seconded; the committee voted in favor and the motion carried. The recommendation will be placed on the full council’s agenda for final consideration.
