Knox County commissioners approve easements, tax exemptions, lease renewals and multiple bid awards; courthouse elevator likely needs replacement

Commissioners approved an easement for Delco Water Company to replace a water line along a county parcel near the bike trail in Centerburg and approved two real-property tax-exemption applications: one for a parcel at Hartland Commerce Park intended for a future county transit site and conference center, and another for vacant land near Apple Valley planned for a water/wastewater administrative building.
The board approved a certification statement allowing the county’s environmental consultant Ben Williams to submit a closed-landfill and transfer-facility report to the U.S. Environmental Protection Agency. Commissioners also renewed a one-year farm lease with 3 Springs Family Farms LLC for land around the water/wastewater treatment facility in Howard and approved a general warranty deed splitting a 3.7-acre parcel (Parcel 66-00814-000) near the Village network.
On competitive awards, the commission approved a Knox County Community Development Block Grant (CDBG) contract for the Village of Danville Memorial Park improvements to Albatross Management in the amount of $6,065,714. The board awarded well-construction work to Jamieson Well Drilling for $93,590 for the Knox County Water and Wastewater District No. 1 and approved purchase of a used asphalt paver from Southeastern Equipment Company for $131,170. Commissioners also approved a one-year renewal with the vendor identified in the meeting as "Algren Mortmore Time, the shipyard LLC" to host the Knox County Transit website for about $50 per month (name shown as stated in the meeting record).
An amendment to the memorandum of understanding among Knox County Department of Job and Family Services, the Family and Children First Council and Knox County Public Health was approved to set the family team support coordinator hourly rate at $46.85. Utility permits for Columbia Gas at multiple Columbus Road addresses in Flint, Clinton and Plum townships were also approved by voice vote.
Commissioners reported a successful pre-bid walk-through for the transit facility and business center; the bid opening is scheduled Feb. 3. Commissioners said the courthouse has an alternate space for hearings that require accessibility while work proceeds.
