BPAC nominates quick‑build crosswalks, flashers and bike lockers as candidate TDA Article 3 projects

Andrew Long, the city’s transportation engineer, briefed the commission on Transportation Development Act (TDA) Article 3 funding and solicited preliminary project ideas on Jan. 15. Long said TDA Article 3 is administered by the Metropolitan Transportation Commission and is intended for bicycle and pedestrian capital projects that are past planning and ready to be completed.
Long told commissioners Sunnyvale’s recent TDA awards averaged roughly $180,000 annually over the past five years, but that the exact allocation for FY 2026–27 had not yet been released by MTC; staff will return in April with updated figures and an eligibility review.
BPAC members and members of the public proposed candidate uses during a brainstorming session: quick‑build curb extensions and raised crosswalks for school routes; rectangular rapid flashing beacons (RRFBs) at high‑use crossings; a pedestrian flasher at Washington & Sunset; capital purchases such as a narrow street sweeper suited to bike lanes (including a pedal‑towed prototype); marking and lighting an unmarked crosswalk on Bernardo near Olive; and a time‑limited pedestrian plaza pilot on McKinley with removable barricades.
"I'd rather see things now than later," Vice Chair Beagle said, urging that staff prioritize quick‑build projects that can be implemented without banking funds for years. Commissioner Haithman specifically urged funding a pedestrian flasher at Washington and Sunset, saying the intersection is heavily used by children and currently presents a safety risk.
A staff‑provided note during the VTA update also said community‑identified bike locker locations are under consideration; staff clarified that a single bike locker installation costs on the order of $10,000, which affects how many lockers could be purchased with a single TDA award.
Next steps: staff will document commissioner suggestions, cross‑check candidate projects against the TDA eligibility list and return with a refined set of proposed projects, estimated costs and approximate implementation timelines for BPAC’s April meeting.
