Chelsea Licensing Commission tables Rancho Las Pupusas stockholder transfer over pending case

The Chelsea Licensing Commission on Jan. 15 voted to table a public hearing on a change of issuance/transfer and addition of a new stockholder for Rancho Las Pupusas, 36 2nd St.
Attorney Mark White appeared for Rancho Las Pupusas and identified the proposed new shareholder as Saul Benedicto Mejia Gonzalez and owner Gustavo Serra. Sergeant Chung of the Chelsea Police Department informed the commission that the department's records include a 2025 incident involving the proposed shareholder and recommended the commission postpone action until the related case is resolved so the department can complete its character review.
Commissioners noted that the proposed stockholder was described as an investor, not an operator or manager, but that any person listed with control or ownership interest in a license must meet the commission's character standards. To avoid an adverse ruling that might be premature, the chair moved to postpone the hearing until the pending case is disposed; the motion carried by voice vote.
The commission did not make a character finding at the meeting. Staff and the police will provide updates and the matter will be rescheduled once the disposition is available.
