Keene OKs CDBG request to shore up Community Kitchen operations with generator, lift and HVAC

The Keene City Council voted unanimously on Jan. 15 to approve a resolution authorizing a Community Development Block Grant application to fund upgrades at the Community Kitchen of Keene’s facility at 37 Mechanic Street.
Jack Ahern of the Southwest Regional Planning Commission described a $500,000 public facilities request that would pay for a freight lift, a standby generator, replacement rooftop HVAC units, cooler improvements and other spot repairs. Ahern said prior CDBG investments had been made in the historic Mechanic Street building and that the proposed improvements would support continued emergency food services.
Barb Wiseman, executive director of the Community Kitchen of Keene, told the council the organization served roughly 3,571 unique individuals and nearly 400,000 meal equivalents in 2025 and that demand had increased about 10 percent over 2024. She argued the generator and lift are “essential” to operations: “This generator allows us to be there when everything else goes dark,” Wiseman said, and a freight lift would reduce the staff time needed to move a truckload from about eight staff hours to roughly 20 minutes.
Members of the public representing regional partners expressed support. Michelle de la Vida, speaking for the Greater Monadnock Collaborative and the Monadnock United Way, said the group “strongly supports the Community Kitchen’s plan to install a generator system to ensure continuity of services during power outages.” Mark Bowden, president of Savings Bank of Walpole, described recent bank contributions and urged council approval.
Councilors suspended rules to act the same evening and adopted resolution R2026‑03 (moved by Councilor Mitchell Greenwald; seconded by Councilor Brandy Filio). The vote authorizes city staff to submit the application to the Community Development Finance Authority; any award will require subsequent municipal steps and compliance with applicable CDFA requirements.
The resolution does not itself appropriate funds to the Community Kitchen; it authorizes the application and any next steps that would follow a successful award.
