The Recreation and Park Commission authorized a contract amendment for the Jean Friend Recreation Center construction manager/general contractor (CM/GC) contract to cover additional, unforeseen work. Project staff said the amendment — not-to-exceed $3.8 million — is fully funded and requested authority to exceed original contract contingency limits to keep the project on schedule.
Project manager Melinda Stockman Sullivan told the Jan. 8 meeting that the site presented more challenging soils than anticipated, requiring deep soil mixing to limit liquefaction and lateral spreading, and that decades‑old concrete obstructions and additional PG&E trenching requirements increased costs. Staff also said lead abatement work on an adjacent property (246th Street) acquired by the department is included for efficiency and funded through acquisition-specific sources.
The department emphasized that the amendment is funded from project contingency and bond sources identified in the staff report and that the construction contract remains on schedule to open in mid‑August 2026 to coincide with the school year and fall program schedules. The commission approved the amendment unanimously.
