Council Member Stapleton pulled consent item 9 for a brief explanation. Public Works staff explained that while an initial contract estimated on‑call services at about $300,000 per year, subsequent amendments (including one in July 2023) increased annual spending and the city now averages roughly $1,000,000 per year on the contract when accounting for regular maintenance and community‑requested work (traffic accident knockdowns, tree planting, etc.). Staff said some costs are later recovered from insurance but that the general fund covers contract payments in the interim.
After that clarification, Council Member Stapleton moved to move the item forward and the motion passed by a 7‑0 vote.
The council did not adopt broader changes to contracting policy during this vote; staff said they would continue to manage the contract and recoverable costs according to existing procedures.
