Staff said this is the first time the organizer has requested a road closure for the auction and described safety issues from previous years: without a designated offload area, vehicles were loading and unloading in travel lanes and caused near-accidents. Dave Myers, right-of-way supervisor, said organizers must provide a detour plan, coordinate with Public Works and use RETA for vehicle offloading; he proposed a follow-up meeting with Jim Finch to finalize routing.
Urban Design requested clarification on whether food or live animals will be present, reiterated that the Harbor Walk must remain open and required that organizers selling alcohol submit a copy of the state alcohol-beverage license. An applicant representative said food and alcohol service would be confined to the event center interior with controlled access and security and that Harbor Walk pedestrian access would be maintained.
The committee moved to approve the permit with conditions and coordination requirements; staff will work with the organizer to finalize detour routing and safety plans prior to final permit issuance.
