East Central ISD staff to recommend Areas for geotechnical work at Elementary 11 after prior site experience

At the Jan. 8 workshop staff said they will return next week with a formal recommendation to hire Areas (geotechnical firm) to perform geotechnical services for Newton Elementary (referred to as Elementary 11).
Speaker 4 described geotechnical work as soil sampling, borings and site evaluation that inform foundation design, stormwater/detention requirements and other engineering decisions. The recommendation to continue with Areas is driven by the firm’s prior performance at Ballard and Victory and the district’s assessment that the firm met scope and fair-market pricing.
Staff also described lessons learned from a previous project (Tradition campus): while the building is safe and within allowable movement tolerances, cosmetic cracking occurred and the district has updated scope expectations to exceed minimum industry standards where prudent. Speaker 4 said the district has sought to "over-engineer" in places to avoid repeat cosmetic issues even though structural safety was not compromised.
What happens next: staff will present the formal procurement recommendation at the next board meeting for public action and answer trustee questions about site testing scope and vendor qualifications.
