Supporters said the clarified language aims to distinguish true financial conflicts from relationships that create only the appearance of a conflict. One council member recommended disclosure at the start of deliberations so the record reflects ties and the body can call out any objections. Opponents warned that requiring widespread recusal in a small town could cripple volunteer participation and reduce valuable expertise.
