The Lakeville City Planning Commission on Jan. 15 recommended that the City Council approve a conditional use permit allowing accessory buildings to exceed the gross floor area of the principal structure at 19730 Judicial Road.
Staff said the 11.41‑acre property in the RA (rural agricultural) district is owned by Sarah and Steve Milman and that the applicant (represented by John Koltoff) proposes a detached metal‑sided accessory building of about 3,000 square feet. When combined with an existing attached garage, staff said total accessory square footage would be about 3,792 gross square feet, compared with an approximately 3,076‑square‑foot principal residence. Under Lakeville code, that ratio requires a conditional use permit. Staff recommended approval with six stipulations and the findings of fact included in the 01/05/2026 staff memo.
The applicant told the commission the structure would be a 42‑by‑72‑foot pole barn (about 18 feet to the eaves) for the family’s recreational use and storage. Staff noted the proposed building would comply with RA district standards for materials and setbacks, would be no taller than the 20‑foot maximum allowed, and would be located more than 400 feet from the nearest neighboring home with existing tree screening to the north, east and south; the applicant proposed a privacy fence along the west side facing the road.
No members of the public spoke in opposition during the hearing. Commissioners described the application as straightforward and consistent with code; Commissioner Trafist moved to recommend city council approval subject to the six stipulations and findings of fact. The motion carried on a roll call vote. The commission’s recommendation will be forwarded to the City Council for final action.
