Commissioner Lai moved to "move forward with the closure of the fields," and a roll-call vote recorded unanimous support from the six commissioners present; Commissioner Moore was absent.
The closure will be a full closure of the playing surface rather than a partial restriction, staff said. Commissioners discussed operational details including whether the city posts signs, how staff will notify the public, and whether police would assist with enforcement if people trespass on fenced areas. Staff confirmed signage will be posted and said communications staff will post notices on social media; they also suggested Public Works would create service cases to track issues submitted by residents through the city's Citi app.
Commissioners raised practical concerns about trespass and vandalism to temporary fencing, with one commissioner noting that some people cut plastic fencing to enter closed areas. A commissioner suggested the issue of enforcing closures was primarily a law-enforcement matter, and staff said they could ask the acting police chief to incorporate closures into routine patrols.
The action taken on Dec. 16 was procedural authorization for Public Works to close Arroyo North and complete maintenance work; staff will return to council as needed for any separate approvals not covered by the closure authorization. The commission did not adopt additional restrictions or a new ordinance at the meeting.
The commission adjourned at about 5:32 p.m.; staff said they will post public-notice details about the closure and the expected reopening date once logistics and signage are in place.
