Joshua Mann, director of community development, explained the statewide code update and noted the city is not proposing local amendments.
Major changes summarized by Mann include updated wildland‑urban interface requirements, expanded EV infrastructure, updated heat‑pump and insulation standards and new indoor air quality provisions. Mann also noted the city will update its building permit valuation table (an administrative item) and that projects submitted before Jan. 1 remain under the prior code.
There were no public comments on the item; council voted unanimously (5‑0) to approve the first reading and direct staff to file the adopted ordinance with the California Building Standards Commission per the standard process.
