Council enacts grant-fund ordinances, encumbrance ordinance and salary-amendment measures
Summary
The council unanimously approved several ordinances establishing new grant funds, encumbering 2025 funds for 2026 and amending the 2026 salary ordinance (including Concord Township assessor position changes).
County attorney Steve Olson introduced multiple ordinances at the Jan. 15 meeting that the Elkhart County Council approved unanimously.
The measures included: - CC 2026-01: Establishes a HMEP grant fund (fund number 8206). - CC 2026-02: Establishes a HMEP decontamination grant fund for Emergency Management (fund number 8205). - CC 2026-03: Establishes a CFEC placemaking grant fund for Parks and Recreation (fund number 9179). - CC 2026-04: Encumbrance ordinance to carry 2025 appropriations into the 2026 budget year. - CC 2026-05: Amendment to the Elkhart County 2026 salary ordinance to remove Concord Township accessory employee positions as part of a multi-step consolidation plan.
Each ordinance was described as establishing a nonreverting fund with the treasurer as custodian and the auditor as the auditing agent; council voted in favor of each ordinance by voice vote 7-0.
Council noted that the salary amendment is administrative and that related budget modifications will be reviewed in February.
