Elkhart County Council approves multiple additional appropriations and transfers, most by unanimous vote

The Elkhart County Council on Jan. 15 approved a series of additional appropriations and transfers for county departments and partner programs, with most requests passing by unanimous voice votes.

Key appropriations approved included: - Assessor: $143,208 from the general fund to cover wages for three staff as the county assumes Concord Township assessor duties (presented by Kathy Searcy). - Drug Free Partnership: $139,641 from the drug free community fund to support local police departments and treatment/prevention providers (presented by Jess Kosher). - Auditor: $49,000 from the auditor ineligible fund to cover homestead eligibility audit costs and associated TMA fees. - Parks and Recreation: $78,780 from endowment/donation funds and a separate $175,000 annual donation appropriation for park projects and programs. - Health Department: multiple donation and grant reappropriations (examples included $4,222 from health operating fund, $2,776 for immunizations, WIC funds, lead program dollars, dental program income and Healthy Babies grant funds). - Planning/Community funds: $159,560.14 from the PCR Adams Street Community Fund for related easement and lien expenses.

Council members and department heads clarified that many of these are donation or grant funds that the county holds by statute and disburses on request; the motions were moved and approved consecutively, generally without extended discussion. Several items required no roll-call and were approved by voice vote 7-0.

Council also approved transfer requests and administrative items related to community corrections and other grant accounts. The council provided the public and members opportunity to comment after each appropriation presentation before voting.
