Committee approves $112,733 Microsoft Office 365 license renewal via GovConnection

Joyce Lou of the city’s information-technology department told the Finance & Claims Committee that the city must renew Microsoft Office 365 licenses for city employees and that the renewal exceeds the $100,000 procurement threshold, requiring committee notification/authorization.
Lou said the city obtains licensing through GovConnection under a competitive contract (NCPA) because Microsoft is the primary corporate supplier. She said the current city Office 365 subscription expires Feb. 29, 2026 and that Microsoft does not permit multi-year renewals, so the city renews the annual license each January to avoid service interruptions. Lou clarified the purchase covers city employees only; the Board of Education has migrated to Google and uses different educational pricing.
The committee voted unanimously to authorize the purchasing agent to issue the purchase order to GovConnection not to exceed $112,733.13, as presented in the packet.
