Shelton council to begin renewed strategic‑planning process with consultant; retreat proposed for Feb. 21

The work will include baseline interviews, a practical‑vision workshop on day one, a roadblocks diagnostic on day two and follow‑up community engagement.
Sigler said the consultant will develop a framework that yields four to seven overarching goals with associated KPIs and implementation milestones. He emphasized that the plan will be tied to future briefings: “Everything that we will bring to council will be associated with the strategic plan,” he said, adding that the plan is intended to align council priorities and staff work.
Council and staff agreed on the value of individual interviews with council members before group workshops. Staff proposed a retreat for Feb. 21 (Saturday) and follow‑up sessions in March and April, with a public forum planned after internal workshops.
No approval vote was required at the study session; staff will proceed with consultant coordination and individual council interviews and return with a schedule and community‑engagement plan.
