The Cochise County Planning and Zoning Commission approved special use application SU25-31 to allow a self-storage facility within an existing mobile home/recreational vehicle park in Saint David, subject to three conditions required by staff.
Robert Kirschmann, representing the applicant, asked the commission to waive or modify a 40-year-old landscaping requirement and to relax hours of operation. "We are also in a water crisis; we don't need to be adding vegetative screening and further depleting our water," Kirschmann said, asking for flexibility on the six-foot vegetative screen and hours.
Staff recommended approval with conditions to mitigate off-site impacts: (1) a county right-of-way permit for a hard-surface apron at Sybil Road, (2) reestablishment of a six-foot vegetative screen along the west property line and vegetation where natural cover is absent, and (3) limiting storage unit access to 6 a.m.–10 p.m. daily. Staff explained the site predates current zoning and noted some native vegetation exists but recommended filling gaps to reduce noise and headlights affecting nearby residences.
Legal counsel advised the commission that prior lack of enforcement does not bar the county from imposing conditions now. Commissioners debated both enforceability and water-use impacts; staff noted options such as timed gates or limiting truck access overnight. Commissioner Limbach moved to approve SU25-31 with the three staff conditions; the motion passed unanimously. The decision is subject to a 15-day appeal period to the Board of Supervisors.
