Indian Trail council adopts wide-ranging UDO text amendments to align with state law and clarify standards

- Removal of the refiling waiting period after a denial per new state law; - A formal sketch-plan review option to help applicants confirm early-stage concepts (refundable fee if they proceed to site plan); - Consolidation of two overlay categories to simplify the UDO chart; - Establishment of minimum distances between group homes/sober-living facilities to avoid clustering (staff cited roughly a half-mile standard used elsewhere); - Clarifications treating pools separately from accessory-structure limitations so pool houses and equipment structures are allowed in appropriate situations; and - Expanded definitions for recreational vehicles and equipment to aid enforcement.
Staff emphasized that the amendments contain both state-mandated changes and local 'clean up' items. With no public speakers signed up, the council opened and closed the public hearing and voted unanimously to adopt the ordinance and read the consistency findings into the record.
Next steps: the UDO changes take effect as adopted; staff will incorporate the new text and answer implementation questions raised by the council.
