Escondido trustees approve $40,000 from library trust to shore up collections and buy mobile shelves

Escondido Library trustees authorized a one-time $40,000 expenditure from the library trust to fund collections and additional mobile shelving, voting 5–0 during a midmeeting motion to approve the staff proposal.

Reno, the library staff presenter, told trustees the renovation is moving forward: "The roof right now is 95% complete," he said, adding that plumbing is complete, drywall has begun, electrical work is roughly 50% finished and the sprinkler system is about 95% complete pending final testing. He also said the city council approved an additional budget adjustment of about $870,000 to replace all windows at the library beyond the original grant scope and that window installation should begin within about 30 days.

Trustees spent substantial time on shelving and collections planning. Reno explained that engineers required lower stack heights because of floor and seismic loading, which reduced shelving capacity. That change produced an approximately 3,000 linear-inch shortfall on the children’s floor: "We will need at least 10 more mobile shelves mostly to house our children's graphic collection, and then at a minimum 1, but really for growth and stability, 2 more shelves for our children's picture book collections," Reno said. He estimated additional mobile shelves would cost roughly $15,000 (shipping not fully confirmed) and would not be needed until about June.

To fill the gap, Reno said support organizations have offered funding: the Friends of the Library have offered to cover up to about $90,000, and the foundation's furniture budget (up to $105,000) may also cover portions of the remaining needs. Trustees discussed funding options and whether to ask the foundation or support groups first; several trustees urged asking the foundation initially so other support groups can help with additional needs.

On the collections budget, Reno reported the annual collections appropriation is $250,000 and the board is roughly 60% through that spending midyear. He proposed a small Hoopla pilot — an approximately $400 per month increase — to test whether extra digital purchasing capacity reduces user-facing denials under the platform’s download caps.

After discussion of timing and funding sources, Trustee (unidentified) moved to approve using $40,000 from the library trust for one-time collection and shelving needs; another trustee seconded. The board approved the motion (vote recorded as 5–0). Robert clarified that the trust funding transfer must go through counsel and finance and that some purchases will require council approval under existing donation and procurement rules.

Next steps: staff will coordinate procurement, confirm final shipping and costs, pursue support-group and foundation funding where appropriate, and place required items on the city and council agendas for administrative approvals where needed.
