The City Council voted to adopt zoning docket 49-25, a set of administrative and procedural updates to the Comprehensive Zoning Ordinance (CCO) intended to streamline neighborhood participation processes (NPPs), clarify review timelines and codify longstanding interpretations.
Ashley Becknell, deputy executive counsel and land use officer, briefed the council and said the package consolidates NPP sections, calls for enhanced use of the city's automated notice platform (noticeme.nola.gov), clarifies extension rules for conditional uses and planned developments, and seeks to align the CCO with technological and legal changes since earlier piecemeal updates. "We started from a position that there are some things that we need to do that haven't been done yet," Becknell said as she summarized the project history and CPC recommendation.
Neighborhood representatives such as Erin Holmes supported clerical fixes but urged continued improvements to public participation, including a public-facing NPP dashboard and adoption of NPP guidelines by the city planning commission. Council members then considered an amendment to set an effective date for the ordinance; the amendment was moved, seconded, and both amendment and motion passed on recorded votes (amendment and final motion recorded as 7 yeas, no nays).
The council's action will require multiple departments to update procedures and notice flows; staff said CPC will continue to provide implementation support and guidance to applicants and neighborhoods.
