Council advances golf-cart ordinance, amends proposed permit fee to $50

Councilman Hawkins led a first reading of an amended golf-cart ordinance (Title 7, Chapter 75) that focuses on safety equipment and places inspection and permitting duties with the Lebanon Police Department.
Hawkins said the ordinance removes technical dimension requirements and instead empowers police to determine whether a vehicle qualifies as a golf cart. If a vehicle will be operated at night, the ordinance requires two working headlights, two taillights, two brake lights and left/right turn signals; officers will inspect equipment and affix a slow-moving-vehicle emblem and permit upon approval. The draft also contemplates special one-week permits (for events such as July 4) and a reduced short-term fee for rentals.
Council debated fee language and procedural notice requirements. Because the circulated draft showed a $30 fee but Hawkins said police inspection workloads justify $50, council moved to amend the fee to $50; council approved that amendment and agreed to publish the required 10-day notice before final adoption. Staff said police will publish an appointment scheduling option on the department website and allow phone scheduling for residents without internet access.
The ordinance was read on first reading and the fee amendment will be noticed for the Jan. 26 meeting.
