Council advances PUD and UDO text amendments, including changes to setbacks and permitted uses

The council held first readings on ordinance 2026-02 (Hickory Junction PUD amendment) and ordinance 2026-03 (a series of Unified Development Ordinance text changes).
Ben (planning staff) explained the Hickory Junction amendment removes a maximum 20-foot front-building setback on certain outlots to permit more flexible building placement and vehicular access for outlot tenants. Dan Connors of Carr & Associates provided a project update, noting pad-ready sites and developer interest including a prospective hotel.
Ben also summarized a broader set of UDO text amendments that address several topics: increasing the minimum front-load garage setback from 20 to 25 feet to reduce sidewalk blocking by parked vehicles; modest changes to R-6 maximum building height (from 50 to 60 feet) to allow four-story structures; clarifications in the thoroughfare overlay prohibited uses and permitted/conditional use tables; aligning solar-energy standards with the stormwater ordinance; and defining short-term rentals. In the LEAP district, the draft limits data centers to the megasite subdistrict only.
Council members asked questions about specific permitted uses and mapping; staff said the packet includes only pages with proposed changes and that the full use table is longer. Both ordinances were read in first reading and scheduled for second reading on Jan. 26.
