On Jan. 12 the Lebanon City Council voted to adopt Resolution 2026-01, a confirmatory action supplementing the city’s Economic Revitalization Area (ERA) to include seven parcels annexed into the city and associated with Project Domino (applicant: Orla LLC).
City counsel explained the resolution is largely a technical clean-up to include newly annexed parcels in the previously adopted ERA and to confirm eligibility for real-property tax deductions under Indiana law. The resolution reaffirmed elements of the earlier SB-1 statement of benefits filed by the applicant, including an estimate of approximately $400,000,000 in improvements and an expectation that about 50 employees will be hired, with average wages projected at 125 percent of the Boone County average.
A public hearing was opened and closed with no speakers. Following that, council members moved and approved the confirmatory resolution by voice vote.
The action does not itself change the SB-1 terms or directly enact an abatement; rather, it confirms and supplements the ERA boundary so qualifying property within the annex area may be eligible for the abatement process previously described to council.
