Bannock County to partner with Idaho State Civic Symphony for free July 4 concert at Portneuf Health Trust Amphitheater

Bannock County commissioners voted to approve an agreement with the Idaho State Civic Symphony to stage a free, full-orchestra performance at the Portneuf Health Trust Amphitheater on July 4.

Logan Anderson, executive director of the Idaho State Civic Symphony, told the board the project has been months in planning and that the orchestra plans to finish a few minutes before the fireworks. "This is going to be a free concert," Anderson said, and the symphony asked the county to waive venue fees as an in-kind contribution. The symphony said it will handle production, lighting and concessions and proposed recognizing Bannock County as a presenting sponsor.

Commissioners asked for clarity on logistics: parking, traffic control and security. Scott Carley Van Richter and staff said the sheriff’s department typically provides traffic control on July 4 and that staff can block areas for performer access and consider shuttle options for patrons with limited mobility. The symphony noted concessions will include alcohol and that minimum security staffing will be required.

The board approved the agreement by voice vote after a motion to sign the contract. Commissioners asked staff to coordinate with nearby city leaders on traffic management, and staff reviewed the amphitheater’s lightning policy: the venue will be evacuated if lightning is detected within 5 miles, and activities may resume after the danger passes.

The agreement does not specify a county cash contribution; staff described the county portion as in-kind facility use and operational support. The motion passed unanimously.
