The Town of Needham Board of Health voted unanimously to release a $3,500 off‑street drainage bond for Lot 3, also known as 12 Reservoir Avenue, after staff reported no standing water or observable erosion during required site visits.
Tara and Sai, who led the inspection and presentation, told the board they contacted adjoining property owners, obtained permission to access yards where needed and did not observe drainage or erosion issues. "We did not observe any standing water or water erosion issues," staff said during the presentation. The motion to release the bond was made and seconded and the board recorded unanimous yes votes.
A board member later raised a policy question about whether the $3,500 bond amount — which staff said has been unchanged for about a quarter century — remains sufficient. The board asked staff to consult the Planning Board and report back, and staff agreed to follow up.
The board’s approval authorizes staff to release the bond for the property; no fines, penalties or other enforcement actions were part of this vote. The board’s follow-up will determine whether the town recommends an updated bond schedule to reflect current costs or risks.
