Officials reiterated that subdivision, access and development questions would be addressed later if the annexation proceeds through subsequent readings.
Eric Jackson, who introduced himself during public comment, said he supported the annexation: "We're excited about the annex." He told the council he believed the property "has more value being part of Bear River" with town leadership coordinating its use.
Board members and staff explained notice procedures after residents raised questions about two notice zones shown in the paperwork: a closer notice area (described in the packet as approximately 300 feet) for immediate neighbors and a larger statutory notification buffer (referred to during the meeting as "a 2 and a half mile buffer") required by state law for mailing and public-notice purposes. The town said the larger buffer is a notification requirement, not an expansion of the area proposed for annexation.
The council placed the annexation on the workshop agenda as the first reading of Ordinance 2026-01, "an ordinance of the Town of Bear River, Wyoming, annexing the real property more particularly described herein as requested in the petition to annex submitted by the Wyoming Horseman Estates LLC." No formal vote on the annexation occurred at the Jan. 13 meeting; any subdivision or development matters were explicitly reserved for later proceedings if the annexation is approved through the ordinance process.
Next steps: the council will proceed with the ordinance-reading process; further hearings or readings will address subdivision, access and development details if the annexation ordinance advances.
