The Town of Bear River on Dec. 9 moved to begin formal annexation proceedings for about 200 acres in the Talon Bear River area, a step council members said starts a process that will include multiple readings and at least one public hearing.
Mayor introduced the petition, saying, "The petition is solely for annexation of the 200 acres in the Talon Bear River and is not a subdivision application," and emphasized council would not consider subdivision details at this stage. The mayor said the council will review the petition and the town will hold a public hearing on Jan. 13.
During public comment, resident Rick urged the council to postpone action and seek more information. He said, "I'm against the annexation because I think this is multimillion errors coming into a small town," and asked for a 30- to 90-day delay so residents and council members could fully understand potential impacts. He raised concerns about the scale of development described to residents and the possibility that initial plans could expand to many homes.
Jenny White, who identified herself as being from Portland, California, countered that the town should plan for a regional housing shortage and argued annexation would allow the town "some sort of say" over future development rather than leaving it to county rules. Another commenter, Joe Ricks, urged the council to look into annexation so development would fall under town rather than county control.
The mayor clarified the procedural effect of any vote at the workshop, saying, "The vote tonight means that we're gonna start the annex process," and reminded attendees that multiple readings and public hearings are required before any final annexation decision.
The council did not record a final decision on annexation at the workshop; staff said Resolution 25-14 had been prepared to confirm that the petition met state and local compliance requirements and that maps and notarized documentation had been provided. The council indicated it would take up the resolution and next steps at a subsequent meeting.
