William Hennessy (Carmody Torrance Sandak & Hennessy in the transcript) presented two related applications for Stamford Hospital concerning 31 Wright Street: a map change to the Hospital Complex Design District (HCDD) and a site/architectural plan to add and connect surface parking. Hennessy said the parcel is about 0.2 acres (approximately 8,600 square feet) and described it as the last holdout parcel in an assemblage purchased over a prior redevelopment, calling it the "missing tooth" in the campus.
He said rezoning the lot and connecting adjacent parking will allow the hospital to functionally combine the lots and better serve adjacent facilities; the proposal does not change the master plan category and staff advised the change conforms to the 2015 master plan’s guidance supporting planned hospital expansion. The board voted to recommend the map change and approved the site and general development plan modifications unanimously.
