The Stamford City Planning Board recommended denial of ZBA referral 026‑25 for a proposed two‑family residence at 249 Fairfield Avenue, voting unanimously to forward a negative referral to the Zoning Board of Appeals.
Chair introduced the case and staff (Lindsay) summarized that the applicant proposes a two‑family building on a 4,972‑square‑foot vacant parcel in an R‑5 (multifamily medium density) district; the lot is undersized compared with the 6,000 square feet required. Staff said parking for the subject lot met requirements, but adjacent parcels owned by the applicant that are noncompliant were not before the board. Members asked whether neighboring lots were similar in size and whether adequate hardship was demonstrated.
Member 4 moved to deny the planning board referral, arguing the variance was “too significant,” that no hardship had been stated, and that approving it would set an undesirable precedent. The motion for denial carried unanimously. The chair noted the planning board’s referral is advisory; the Zoning Board of Appeals will make the final determination under its hardship standard.
Next steps: the planning board’s negative referral will be included in the record sent to the ZBA for its hearing and decision.
