The meeting opened with the council approving motion-consent item MC2026005 after Mayor Nichols recused himself because his firm participated in that contract; Deputy Mayor Smith presided while the council voted to approve the item on a motion by Councilmember Morales, seconded by Councilmember McClendon. The remainder of the motion consent agenda (nine items) was approved shortly afterward on a voice vote.
