Oro Valley presents final annual report for decade‑old general plan; staff says 100% of actions addressed or prioritized

The Planning and Zoning Commission received the 2025 annual progress report on Dec. 2 for the 2016 general plan "Your Voice, Our Future." Principal planner Malini Sims said the plan originally contained 310 actions; staff reported that 100% of those actions have been addressed, prioritized, maintained, or transferred to the town's OVPath Forward planning process.
Sims described work completed and underway: a town facilities and space‑needs study completed in mid‑2025; continued use agreements for sports fields at Coronado K–8; reinstated public art tours and pop‑up events; an annual housing inventory and vacant‑land monitoring; and large capital projects including the Northwest Recharge and Recovery delivery system, which staff expects to increase the town's cap water delivery by 150% when completed in 2026. Sims also said the OV Trails Connect effort recently reached a 60% draft and will have additional public engagement prior to council review.
Sims said the 2025 report is the final annual report for this plan because OVPath Forward will replace it if approved next year and that the report demonstrates how community engagement over the last decade produced measurable results. Commissioners asked a small number of clarifying questions; no formal action was required on the presentation.
