Board approves rezoning of county parcel for future public‑safety facility on Route 24

The Campbell County Board of Supervisors voted to rezone a 3‑acre county parcel at the corner of Colonial Highway (Route 24) and Dennis Riddle Drive from agricultural to business general commercial to accommodate a public‑safety emergency services facility.
Planning staff described the parcel’s irregular shape and noted that agricultural setbacks (50-foot front, 25-foot rear, 15-foot sides) would severely limit usable space. Staff said the surrounding area already includes business general commercial on three sides and multifamily on another, and that public water and sewer service are available. The planning commission recommended approval "based on good zoning practice," staff said.
A conceptual site plan prepared in‑house showed a building footprint, two potential entrances (one via Dennis Riddle Drive and another through a private development), radiuses sized for emergency trucks, a buffer to adjacent residential property, a potential settlement pond and space reserved for generator or outdoor storage. Staff said VDOT preliminarily approved using Dennis Riddle Drive for access rather than a direct turn on Route 24 because of existing road geometry and a transition lane.
Several supervisors raised access and safety questions: whether the site would replace existing facilities (staff said it would be an additional station, not a relocation), how close it is to the stoplight at Routes 29 and 24, and whether school traffic or park parking could affect egress in peak times. Staff and the applicant noted long sight distances on Route 24 and suggested a gate could be used to reduce cut-through traffic.
Supervisor Hardy moved to approve rezoning request PL25‑197; the motion carried by voice vote and the rezoning was approved. Staff said additional design details, VDOT approvals and site‑specific engineering will follow, and the county retains flexibility on final building siting and access as the project proceeds.
No citizens signed up to speak at the planning commission hearing or at the board public hearing.
