Oro Valley council to conduct initial interviews for town attorney, approves staff panel for finalist reviews

The Oro Valley Town Council on Dec. 3 approved a hiring process for the town-attorney position that gives the council the primary role in initial candidate interviews. Mayor Winfield moved that the council conduct first-round interviews and determine finalists; the motion specified that staff would then interview finalists and provide written summaries but would not rank or recommend candidates. The motion was seconded by Councilmember Murphy and passed 7-0.
Under the approved process, the staff interview panel will include representatives from the town managers office, human resources, the legal department, town court, the police department and Nathan Rothschild (counsel). Council emphasized it wanted to avoid outsourcing the initial selection and sought an unbiased first review by elected members, with staff input only after finalists are chosen.
Councilmembers expressed concern in past processes about panels creating public confusion over whos making final decisions; the adopted approach preserves council control while ensuring operational stakeholders evaluate finalists and provide information to the council before final deliberations.
