HRA/EDA approves $1,000-per-building assessment to inventory capital needs at four properties

Speaker 1 told the board the agency has been working with consultants to compile potential capital needs and recommended an inventory of four properties so staff can prioritize repairs and maximize outside funds. "It's about 1000 dollars per building, give or take," Speaker 1 said, referring to the ICS proposal included in the meeting packet.
The assessment will record when roofs and windows were replaced and document mechanical systems so the authority can assemble a single place for that information and plan repairs. Speaker 2 asked whether the agency could bid projects piecemeal or hire a general contractor; Speaker 1 said both options were possible but warned that the small cities program requires licensed contractors and payment of prevailing wage on eligible work. Speaker 1 also said garages at one site are in poor condition and the assessment will evaluate whether demolition and replacement would be preferable to repair.
Speaker 3 moved to approve the ICS assessment proposal and Speaker 2 seconded. The board approved the motion by voice vote. The assessment is intended to inform future repair bids and applications to outside funding programs; staff will return with details and next steps after the assessment is complete.
