Development Services presented two related applications Oct. 15 to allow a 15,000‑square‑foot outdoor event lawn at the Hilton Sedona Resort at Bell Rock. Planning & Zoning recommended approval but the board heard technical concerns from supervisors and public commenters that prompted a continuance.
Staff explained the request would allow removal of specified parking delineations and expand allowable uses in a reconfigured tract, and supplied parking calculations showing the site would still meet county parking standards. Planning staff also noted prior unpermitted work and a stop‑work order issued in 2024; the applicant subsequently applied for the PAD amendment and revised final plat.
Concerns that led supervisors to seek a delay included the absence of direct comments from the Sedona Fire District at the commission hearing (Deputy Fire Marshal’s email raised specific fire‑access and hydrant access issues), questions about whether the proposed turf area can support fire apparatus, road‑maintenance responsibilities for private/qualified roads serving the site, the practical usability of counted parking spaces in steep terrain, and compliance with the county’s new outdoor lighting standards.
Commissioner Linda Buchanan and Big Park Council representatives urged robust conditions if approved, including vegetative buffering, no amplified sound after 10 p.m., and a two‑year certificate‑of‑compliance requirement. The applicant said it would comply with required building permits, fire‑code requirements and lighting updates but agreed to the board’s request for additional technical coordination.
The board voted to table both items to a date‑certain, Nov. 19, 2025, and staff said the items can be carried forward without republishing if the board sets that specific return date. Development Services will coordinate with Sedona Fire District and Public Works and report back prior to the continuance date.
