Yavapai County supervisors approve domestic violence proclamation, contracts and Mountain Club water district; table Sedona items

The Yavapai County Board of Supervisors on Oct. 15 approved routine business, several county contracts and a special‑district formation while tabling two Sedona development items to Nov. 19.

The board began the meeting by approving a proclamation recognizing October 2025 as Domestic Violence Awareness Month. County partners Stepping Stones and Verde Valley Sanctuary described services and client volumes; the proclamation passed unanimously.

On routine business the board approved consent items 1–40 (item 9 was pulled and later adopted), and moved through several action items including a five‑year teen pregnancy prevention contract with the Arizona Department of Health Services for $241,693 per year, an increase in the Justice Court writ fee from $5 to $10 to support constable training and equipment, and multiple public‑works overlay contracts. Public Works reported the low bid for the Western Overlay Project was Earth Resources Corporation at $986,631 and a second eastern overlay was awarded to fan contracting at $611,821. The board unanimously approved each measure.

The sheriff’s office also secured approval to continue a state‑funded “U‑Turn” reach‑out program, which connects pretrial detainees and their families to services; the amendment extends funding through Sept. 2026.

At the hearing docket the board established the Mountain Club Domestic Water Improvement District (Resolution No. 2168) after hearing petition verification from the clerk and extensive testimony from Mountain Club residents about aging pipes, inability to qualify for certain grants as a social club, and the need for improved fire suppression and funding options. The vote to establish the district passed unanimously.

The board tabled two linked land‑use applications for the Hilton Sedona Resort at Bell Rock (a major PAD amendment and revised final plat to allow a 15,000‑sq‑ft outdoor event lawn) after Planning & Zoning materials and public comment raised issues about fire apparatus access, road maintenance obligations, lighting and parking usability. Development Services staff and the applicant agreed further technical review and coordination with the Sedona Fire District and public‑works staff were needed; the items were continued to Nov. 19, 2025.

A proposed water service franchise agreement with Arizona Water Company was also moved off today’s agenda after staff identified map and legal‑description discrepancies and the board agreed to return the item on Nov. 19.

The meeting closed after a lengthy public‑comment period in which citizens debated restroom policy for county buildings; the board entered executive session and announced no action would follow.

The board’s next scheduled meeting will include the continued Sedona hearings and the water franchise item on Nov. 19, 2025.
