Erie council approves DDA timeline extension for town center and backs $5.4M NISP payment

Erie Town Council on Feb. 11 approved several substantive business items including a DDA timeline extension for the Erie Town Center and participation funding for the Northern Integrated Supply Project (NISP).
Mayor Andrew Moore and staff described a staff‑supported 90‑day extension to timelines in the disposition and development agreement (DDA) with Evergreen County Line and Erie Parkway LLC for the town‑owned 20‑acre Erie Town Center site. Staff said geotechnical testing and a final cost analysis took longer than anticipated and that the extension will allow the developer to finalize an anchor‑grocer letter of intent and for the town to negotiate a purchase and sale agreement; staff noted the approvals period would extend into May 2026. Council approved the resolution on a voice vote.
On a separate major item, Utilities Director Todd Fessenden and Andrea Carroll briefed council on Erie’s role in the Northern Integrated Supply Project. Fessenden summarized the regional project and said it could "deliver about 40,000 acre feet per year" to participants. Carroll said Erie’s participation level is 16.25 percent, producing an expected firm yield of about 6,500 acre‑feet, and told the council: "Erie’s contribution would be $5,427,500." Council approved the 2025 interim agreement by roll‑call vote with all present members voting yes; staff noted Northern Water requested executed agreements and funds by Feb. 15 to keep project activities on schedule.
After an executive session with Northern Water counsel and outside negotiators, the council approved a resolution to retain Clark Hill and Gabe Rases as water‑quality legal counsel to advise the town on NISP and related negotiations.
The meeting also included routine business (consent agenda items and commission liaison appointments) and a lengthy public hearing on Parkdale North that the council continued to May 27. No additional town capital appropriations beyond the NISP contribution were enacted at the Feb. 11 meeting.
Council members who spoke during the motions emphasized the need for additional staff follow‑up on traffic and BVSD coordination for Parkdale and staff said they will return with written documentation, traffic analysis and a BVSD meeting summary before final decisions are made.
