Staff said the neighborhood comment meeting requirement had been inadvertently applied to some application types where it is impractical—such as citywide code text amendments—and recommended striking those entries from the commonly applicable procedures table to reflect prior practice. "It is really impractical to implement as it impacts citywide," staff said regarding some outreach meeting requirements.
On EV charging, staff referenced Colorado House Bill 24‑1173 and said the city is adopting the state model land‑use code provisions to complete compliance. The amendment clarifies how EV‑served spaces count toward parking minimums for van‑accessible parking and how an EV‑served space that can accommodate a wheelchair user and includes a charging port may be counted in certain parking tallies.
Commissioner (S5) moved to forward the recommended text amendments to City Council while excluding the irrigation standard (21.05.020) from tonight’s transmittal; the motion was seconded and passed. Assistant City Attorney Jamie noted the record clearly reflects the commission’s intent to advance only the two sections considered tonight and to return the irrigation item for additional work in January.
