Presenters said field observations (39 ponds reviewed after two major storms—11 nonresidential, 28 residential) found rock‑only basins had higher failure rates for sediment trapping, clogging and weed pressure; vegetated basins—even sparsely vegetated ones—generally performed better at settling out particulates. Staff highlighted maintenance burdens: sediment on rock is difficult and costly to remove, and sedimentation can reduce a basin’s effective storage over time.
To reduce subjectivity and inconsistent application, staff recommended consolidating stormwater facility landscaping requirements into the city’s Stormwater Management Manual (SWIM), leaving only a high‑level reference in the zoning code that requires a landscape and irrigation plan to comply with SWIM technical standards. The goal, staff said, is clearer technical criteria, objective hardship standards for nonvegetative approaches, and predictable stewardship and maintenance expectations for HOAs and developers.
Staff noted the city contracted Right Water Engineers to assist with the SWIM rewrite; consultants’ landscape‑architecture input and life‑cycle cost modeling are expected to inform whether rock‑based designs can be engineered to achieve long‑term performance without creating excessive maintenance liabilities. Staff anticipates a second‑quarter 2026 adoption timeline for the SWIM update and plans to post draft chapters to the city website and engage a technical advisory committee for comments.
Commissioners and technical participants asked for clearer examples, quantitative life‑cycle comparisons, and objective hardship criteria to ensure nonvegetative designs only apply where plant growth is infeasible (e.g., high salinity soils or high groundwater). Staff agreed to seek concrete cost comparisons from the consultant and to return with more detailed guidance for commission review.
No formal vote was taken; staff will proceed with consultant inputs and bring back refined standards and cost information as SWIM chapters are drafted.
