City approves $3.38M change order to add outdoor phase at Community Recreation Center

Council on Oct. 15 authorized a $3,384,053 change order to add Phase 1 outdoor facilities to the Community Recreation Center project, including a synthetic turf field, outdoor fitness turf, the Berkey Pavilion and temporary overflow parking.
Parks & Recreation Director Ken Sherbanow described the $3.8 million outdoor program budget and said funding comes from grants (Daniels Fund, Gates, Boettcher, El Pomar, GOCO), interest earnings on project funds, proceeds from the Berkey land sale and private philanthropy. "We received news that [Donna Patterson] actually decided to increase the donation to 1,000,000," Sherbanow said, and credited that gift with allowing several ad alternates to be added into the scope.
Project staff said they bid the outdoor package while general construction is mobilized to capture efficiency savings; about 72% of the awarded subcontract value is with local firms. FCI and city staff said the outdoor scope is largely at 95% design and that procurement for FF&E and fitness equipment remains.
Council member Ballard moved to authorize contract change order No. 69 with FCI Contractors for the GMP of $3,384,053; Council member Van Dyke seconded. The motion passed 6–0.
City staff said the combined facility (indoor and outdoor phases) remains on track for substantial completion in late 2026.
