Staff committed to coordinating outreach, clarifying which trips must file manifests and to consulting the Coast Guard or other agencies for guidance on manifest standards where applicable. The commission did not take a formal vote on enforcement policy during the meeting, but asked staff to prepare notices and an implementation checklist for a future meeting.
