Depoe Bay commission hears report on sunken vessel, staff flags $7,000-plus inspection estimate

Depoe Bay Harbor Commission members were told on Dec. 11 that a vessel sank in the harbor in November and that staff deployed containment booms to limit possible pollution.

City staff reported the insurance adjuster had inspected the site and that a commercial dive contractor provided a preliminary quote "over $7,000" for an on-site diver inspection; the adjuster must approve whether the insurer will authorize and cover the work. Staff said they have opened a property-liability claim and are awaiting the adjuster’s decision on whether the insurer will pay for a diver or whether the city will need to hire one directly.

Commissioners raised concerns that surface observation may miss structural damage beneath docking fingers — for example, worn bushings, broken pins or hinge failures — and urged that contractors or the insurer’s divers check those hidden components. Staff said one contractor’s inspection-only quote was more than $7,000 and noted that diver services and salvage work can be expensive.

The commission also discussed potential warranty and contractor responsibilities. Staff described contacting the boat owner and the insurers and said they have asked the contractor to provide more photos and a clearer scope of work so the claim adjuster can determine next steps.

Commissioners asked staff to continue following up with the insurer, obtain more detailed photos for the adjuster, and report back when they know whether the insurer will authorize divers. The commission recorded no formal motion on the incident during the meeting; staff said further updates will be provided in a future meeting.
