Vinny Vignali said AMRO’s proposal was technically strong and that the principal is a licensed forester in Massachusetts, but commissioners raised concerns about the vendor’s distance from Northborough and the firm’s responsiveness to references. Dan Clark and other commissioners recommended a phased approach beginning with Edmund Hill Woods and a clear contract checkpoint to evaluate performance before expanding work.
Commissioners noted AMRO’s proposed cost—approximately $145,000—exceeds the commission’s available conservation-fund balance earmarked for the project (roughly $60,000). Members discussed options to leverage the available funds, seek reimbursements from state programs, and consider Community Preservation Committee funding for subsequent work if needed.
The commission voted to move forward with contracting AMRO on a phased scope and to condition the award on successful reference checks, a phased schedule, and a financing plan.
Vinny said he would circulate the AMRO proposal to commissioners and follow up on references; staff will also verify contract terms and whether the town’s procurement and contracting rules allow the proposed phasing and checkpoints.
